본 연구는 도시정책에 적용할 수 있는 저탄소 계획 지원시스템의 사례 검토에 관한 연구이다. 기존 문헌을 통해 계획지원시스템의 개념을 정립하고, 모형의 상관 구조와 California와 Texas에서 활용된 사례를 검토하였다. 연구 결과는 다음과 같다; ① 각기 다른 도시 상황의 도시에 적용하기 위한 다양한 모형의 개발이 필요하다. ② 도시/환경 정책적 효과가 검증되어야 한다. ③ 변수들 간의 관계와 구조를 면밀히 검토해야 한다. 앞으로 우리나라는 온실가스 의무 감축에 대한 정책적 책임을 지게 될 것이며, 특히 도시부문에서의 감축 요구가 증가할 것이다. 이러한 상황에 대응하여, 정부의 LCPSS의 개발과 활용 계획에 대한 지속적인 지원이 필요할 것으로 판단된다.

This study focused on the review of low carbon planning support system(LCPSS) to suggest the implications for urban policies in Korea. We established the concept of LCPSS and review the structure of relevant models and practices in California and Texas. The implications could be summarized as follows; ① It is necessary to develop various models for applications;, ② they should be tested for their effectiveness of urban/environmental polices and ③ relations and structure of the variables should be scrutinized. In future, Korea will be include obligated in world-wide greenhouse gas reduction policies. Respond to these conditions, the government should support and motivate development of LCPSSs and their utilization in planning.
