1980년부터 우리나라에 소개된 도시설계기법은 그동안 도시의 여러 부분을 제어하는 데 많은 문제점을 갖고 있다. 본 연구에서는 독일의 조형계획을 활용하여 단독주택지의 보다 깊이 있는 제어가 가능함을 보여주는 것을 주요 목적으로 하였다. 독일의 지구단위계획의 체계와 운영기법을 살펴보고, 이 과정에서 단독주택지의 질적 수준을 향상시킬 수 있는 방법의 하나로서 조형계획의 실체를 파악하고, 이를 우리나라 일산신도시에 적용하였다.

Urban design control methods was introduced from 1980. Since then, lots of urban design as a public policy has been realized and it also has had its own detailed criteria to each site. Even though there are various kinds of criteria on most of the districts, it is hard to say that there is urban design control. The District Unit Plan System is similar to Bauleitplan of Germany, but different from the latter in applying the System into an actual design. The aim of this research is to suggest better urban design control methods through investigating the Gestaltungsplan in Germany. By making use of and getting suggestions from the Gestaltungsplan methods, the current methods of District Unit Plan would be improved.
