Cities are changing fast today. Large portions of the cityscape are changed by the growing the economy that has caused increasing cultural interest in people. Culture in the past have been considered an activity that created only spiritual values. However, if regional strategy is built up without an exact understanding and validity of the reigional strategy it will be hard to reach practical development as a result.

The purpose of this study is to design a scale which can offer a basic strategy for the regioned development and diagnose by using Cultural City analysis indicator for 25 autonomy region of Seoul. In this study, Cultural City Diagnostic Indicator was made by reviewing literature and analysing discourse. Through this work, a sampling of the indicator and an analysis of the weight from Analytic Hierarchy Process. Cultural City Diagnostic Indicator was designed by using the weighting from its process. Diagnosing 25 autonomy region in Seoul by using Cultural City diagnostic indicator, it could classify a type of region and establish a prototypical development strategy in using a community analysis.

The result of this study can be used as a tool to provide the implication and reference index of policy to the cultural city. Based on this evaluation type of Culture City, every city must find and improve its weak sections and put a continuous effort in the improvement of competitive urban development.
