(연구배경 및 목적) 본 연구에서는 도시재생 경제조직 중 하나인 서울시 도시재생기업(CRC)의 정책과 사례를 분석하고, 지역의 자력 재생을 위해 추진하는 도시재생 경제조직 육성사업의 추진 방향에 관한 시사점을 제시하였다. (연구방법) 본 연구의 내용은 국내외 도시재생 경제조직 육성 정책분석과 사례 분석으로 구성된다. 연구의 방법은 프랑스와 영국의 도시재생 경제조직 육성 정책을 비교·분석한 후 한국 실정에 적용 가능한 정책적 시사점을 제시하는 방식으로 이루어졌다. 또한, 한국의 도시재생 경제조직으로 분류되는 국토교통부 마을관리 사회적협동조합과 서울 도시재생기업(CRC) 육성 정책 및 유형을 비교·분석한 후, 도시재생기업(CRC) 사례 분석을 통해 향후 도시재생 경제조직 운영에 기초자료를 제공할 수 있는 시사점을 도출하였다. 더불어 지역관리형 도시재생기업(CRC)과 지역사업형 도시재생기업(CRC)의 실제 사업 추진 현황 및 실적을 분석하여 정책효과를 파악하였다. (결과) 본 연구의 결과를 요약하면 다음과 같다. 첫째, 국내 사회적 경제조직은 국외 사례와 달리 공공의 지원을 받아 확장되고 성장해온 과정을 통해 공공주도 성향이 두드러지게 나타난다는 점이다. 둘째, 지역주민의 참여가 지역문제 해결의 근본이 되고 이는 곧 일자리로 연결된다는 점이다. 셋째, 공공의 지속적인 지원과 꾸준한 사업추진은 지역관리기업 또는 공동체이익회사가 지역사회에 자리매김할 수 있는 중요한 열쇠라는 점이다. 이처럼 준공공영역에 해당하는 사업의 원활한 추진을 위해서는 공공이 지속적인 사업을 만들어야 하며, 지역관리기업은 투명한 선정 절차와 심사를 거쳐 준공공영역에 해당하는 사업을 수주해 일자리 창출과 지역경제활성화를 도모해야 한다. (결론) 본 연구는 도시재생기업(CRC)관련 연구가 적은 상황에서 도시재생 경제조직의 정책과 사례를 비교·분석함으로써 국내 도시재생 경제조직의 발전 방향에 적용하고 참고할 수 있는 시사점을 제공했다는 점에서 의의가 있다. 한국의 마을관리 사회적협동조합이나 서울 도시재생기업(CRC)이 추진하는 사업은 사기업은 수익이 나지 않아 손대지 않는 영역의 사업과 공공은 예산과 인력이 부족하여 행정력이 미처 닿지 못하는 영역의 사업이라는 인식이 있지만, 지역 내 꼭 필요한 사업인 준공공영역의 사업을 추진하는 특성으로 진행된다. 도시재생 경제조직이 사업을 추진함으로써 지역에 일자리를 만들어 내고 지역경제 선순환구조를 만드는 진화된 버전의 지역관리기업으로 발돋움할 수 있도록 해당 전문가와 기관들의 연구와 노력이 필요한 시점이다.
(Research background and purpose) This study analyzes policies and cases of Community Regeneration Corporation (CRC), one of the urban regeneration economic organizations, and presents implications for the promotion of urban regeneration economic organization projects promoted for local self-renewal. (Method) The contents were analyzed for policies and case analysis to foster domestic and foreign urban regeneration economic organizations. The policies of fostering urban regeneration economic organizations in France and the UK were compared and analyzed. It also presents policy implications. Policies and types for fostering Korean village management social cooperatives and CRC were compared and analyzed. Policy implications were derived by analyzing the case of CRC. In addition, the actual project implementation status and performance of regional managed CRC and regional business CRC were analyzed. Through this, policy effects were identified. (Results) The results are summarized as follows. First, unlike overseas cases, domestic social and economic organizations grow with public support. Therefore, public-led tendencies are prominent. Second, the participation of local residents is the basis for solving local problems. This will soon lead to jobs. Third, continuous public support and steady business promotion are important factors for local management companies or community interest companies to succeed in the community. To smoothly promote projects corresponding to the completed public domain, the public must create continuous projects. In addition, transparent selection procedures and screening are important for regional management companies. It is necessary to create jobs and revitalize the local economy by winning orders for projects corresponding to the completed construction area. (Conclusion) This study compared and analyzed policies and cases of urban regeneration economic organizations in a situation where there are few studies related to CRC. It is significant in that it provides implications that can be applied and referenced in the direction of development of domestic urban regeneration economic organizations. Private companies have no profits for projects promoted by Korean village management social cooperatives or CRC. It is a project with weak administrative power due to a lack of budget and manpower. However, essential projects within the region have the characteristics of promoting projects in the construction area. It is important for urban regeneration economic organizations to create jobs in the region by promoting projects. Research and efforts are needed so that the local economy can become a virtuous cycle.
