본 연구는 사례 연구를 통해 스마트시티 리빙랩의 지속가능한 운영을 위한 특징을 도출하고 참여주체의 유형과 역할을 정립하는 것을 목적으로 한다. 사례 연구는 선행연구를 비롯하여 비영리단체, 대학·연구기관, 공공기관에서 발간한 가이드라인을 대상으로 수행하였다. 분석 결과, 스마트시티 리빙랩 운영 모델의 핵심은 다음과 같다. 첫째, 양방향적 소통체계를 온라인과 오프라인으로 모두 구축하고 피드백과 개선의 순환과정을 반복적으로 진행하는 것이 중요하다. 둘째, 리빙랩과 솔루션의 지역적 확산을 위해 기술적 및 사회적으로 프로토콜을 일치시킨다. 셋째, 사용자 중심의 5P 구조에서 참여주체의 역량을 제고하기 위해 리빙랩 운영의 초기부터 교육과 학습의 기반을 마련한다. 안정적이고 지속가능한 리빙랩 운영을 위해 참여주체의 범위를 다각적으로 넓혀 역량을 제고하려는 노력이 요구되며, 공공차원에서 리빙랩의 광역적 적용과 추진을 주도하기 위한 정책적 지원이 요구된다.

The purpose of this study is to derive a framework for sustainable operation of a living lab using ICT through a literature analysis and to present the types and roles of participants. The analysis was conducted on previous studies and guidelines published by NGOs, universities, research institutions, and public institutions. As a result of the analysis, the key points of a living lab framework are as follows. First, it is important to proceed repeatedly the process of feedback and improvement in a circulating way through a both two-way online and offline communication systems. Second, standardize technical and social protocols for a broad adaptation of a living lab and solution. Third, enhancing participants’ competence by giving a foundation for education and learning at the primary stage of a living lab. Efforts to broaden the range and improve abilities of participants are required to operate a stable and sustainable living lab, and political supports to wide establish and lead the promotion of a living lab at the public level are required.
