Purpose: This study aims to derive diagnostic indicators for urban decline taking into account climate change. As the complex natural disasters have recently been concentrated in urban areas, indicators that consider the vulnerability of climate change should be calculated in the selection of urban renewal-activated areas, but are not reflected in the current standards presented by the Ministry of Land, Infrastructure and Transport. Therefore, in this study, we intend to derive a diagnosis of urban decline that considers climate change, limited to heatwave disasters among the vulnerability of climate change. Method: The ratio of the number of people with heat-related illnesses was selected as the dependent variable. As the independent variable, the indicators that were importantly mentioned were derived by reviewing and analyzing previous studies, and they were classified according to the four climate change vulnerability classification systems newly classified by this study, and the indicators were finally selected according to the criteria for selecting the climate change vulnerability index. Result: As a result of selection, In the climate change risk category, 'day above 33 degrees', 'heat index' were selected. In terms of exposure to climate change, 'the ratio of elderly living alone', 'the ratio of basic livelihood security recipient' and 'the ratio of outdoor workers' were selected. The 'Road Area Ratio', 'Motor Vehicle Registration Count' and 'Use District Ratio' were selected in the Climate Change Vulnerabilities category. The 'green area ratio', 'the number of heat shelter' and 'the number of medical institutions' were selected to reduce climate change. Among them, indicators excluding "heat index" and "road area ratio" were correlated with the number of cases of heat-related illnesses.
