Building New towns was the main way to deal with the massive housing demand during the rapid urbanization process since the 1960s. Old parts of the city or the inner city is now facing unstable employment, population declining decreasing numbers in industrial, commercial, and office spaces. This condition is a result of deterioration in physical environment and lack of investment in the publish sector, which was eventually caused urban problems like social, spatial inequality.

Likely in Seoul, housing problems has been the main urban problems. But the solution to this issuehas not been made partially by changing physical environment through reconstruction redevelopment & etc. or The government has established the Urban & Residential Environment Improvement Law to make much more integrated and organized city. Another special law was made in May 2006 to accelerate city renewal in larger scale and in an organized way, improving housing environment, expanding basic infrastructure, giving equal development opportunity with in the city and trying to improve the quality of resident's life.

Even after the execution of these laws, there have been a lot of problems. Renewal projects tend to be profit-orientated during the process stage, and passive participation form the government, residents lack of knowledge and information in the project.

This study focus on 'civil appeal' which is a way of resident's expressing their own opinion. Pointing out the problems with 'civil appeal' and analyzing the contents, aspect, and the fundamental reason for the appeal, is a way to find an alternative to improve urban renewal projects.
