The purpose of this study was to improve systematically and objectively the operation assessment of output specification of BTL(Build-Transfer-Lease) project in army facilities with the purpose of ensuring the quality of army life and paying the rational cost for the service. This study was focussed on analyzing and revising the problems of the existing operation assessment from the standpoint of definiteness, optimization, objectivity, consistency, rationality and so on. After making the hierarchy of the operation assessment factors and the survey to the professionals, we analyzed the weights of factors using AHP(Analytic Hierarchy Process) analyzing method.
